Why are bumps popping up on my vagina periodically when my gynecologist says its not herpes? i've had problems with bacterial vaginosis lately also...

Description is vague: It sounds like you have seen your Gyn and have had herpes ruled out. Depending on the location of the bumps, has HPV been ruled out? Sometimes friction or mild infection can cause mild blockage of the mucous glands or oil glands which could present as small bumps. Are you referring to normal vaginal folds? If they are painful, and you have already been evaluated, I recommend a second opinion.
