There ha being some itchy watery bumps on my penis head. it only itches no pain. its the second time since there appearance. what could this signify?

Watery bumps: Are somewhat suspicious for genital herpes. Especially if they are recurrent in nature. Get it checked.

If the bumps are not painful, that is more reassuring, although it is still important to get check. Inflammation and rashes can be do to contact dermatitis. The skin on penis is more sensitive to some substances than the rest of the body. If new soaps, creams, type of condom, detergents, fabric softeners have been used since this started that might be the problem. Go fragrance-free for now, too.

Hives: Watery itching bumps are hives and are an allergic reaction to something. Herpes are painful blisters and not bumps. Do you have a new lube or something else new that has come in contact with your penis?

Need more info...: How long these itchy watery bumps last? Were they appearing as a cluster or scattering? Have they been at the same area? Do you have long foreskin? These may help further to deduce their possibility although herpes needed to be considered, especially if the first time occurred few days after sex. If long foreskin, consider its related inflammation. Nonetheless, hard to tell ... without a look.
