No: Bulbocavernosus reflex is a contraction of the anal sphincter when glans is squeezed.Same if a balloon catheter in bladder is pulled.Reflex is a test of an intact nerve arc from penis or bladder neck to the anal sphincter via the spinal cord at the level of the s2-3 spinal nerves. It is temporarily lost with spinal shock. Absent if the reflex pathway is absent or interrupted, ie with spina bifida.
