It depends on the lotion. The usual skin moisturizers should not cause any issue.
There are several over the counter lines of products that are hypoallergenic. Try vanicream and exederm.
Sometimes when we have oily skin, our first inclination is to wash it with cleanser more frequently. But that often serves to dry out the skin more frequently, which causes your skin to become more oily. It becomes a hard to break cycle. If you think you're getting acne from the excessive oil, it might be good to at least talk with your doc about options - it doesn't mean you have to use them.
You cannot erase scars. Poor scars can be improved through the following methods:
1) scar massage
2) silicone sheeting (a kind of silicone tape you where over the scar)
3) steroid injections
4) laser treatment (helps remove coloring)
5) scar revision (removing the scar and starting over).

Depends on the type
Using a "non-comedogenic" facial lotion or moisturizer will usually not give you problems with acne breakouts. However, everyone's skin is a bit different so you will not know until you give it a try. Also, use "oil free" facial moisturizers as this will also help.
Even if the lotion gets absorbed, the amount would be very miniscule. There is very little likelihood that any OTC lotion would interfere with the action of Propecia (finasteride) or another other medication for that matter. .
