One can feel: Pain in any given vein, jugular vein included, only if the vein is abnormal, i.e. Something happened around or in the vein.
Specifically regarding the jugular vein excluding trauma to the vein, the vein can bee clotted even inflamed/infected from infections in the area such as in the throat or neck. So if your feel pain, i would suggest see your physician.
