can sinuses be unblocked without surgery?

Depends on cause: If you have a condition that causes inflammation leading to blockage, then treatment of the condition with medicine and improvement in the inflammation should unblock the sinuses.

For chronic sinus blockage a Balloon Sinuplasty is an in-office procedure that may be the answer. This would require an evaluation by an Otolaryngologist.
