It could: Hand surgery could help and heal hand deformity yes but i depends on the extent and the cause. Whether it would be normal again is something to discuss with your surgeon.

Likely: Cant tell from your question what the deformity is. There are many things that can be corrected with hand surgery. Fractures, trigger finger, carpel tunnel, polydactyly (extra digit), syndactyly (webbing between digits) etc can all be successfully treated with surgery to the hand and feet. If you would post additional info about the deformity I am confident you can get a answer to your problem.
