Chromium allergy: Allergy to leather is often caused by allergic sensitivity to chromium. This diagnosis can be confirmed by allergy 'patch testing'. This testing is typically offered by dermatologists who are trained in residency to accurately interpret this type of test.

Rash on top of foot: You can develop something called contact dermatitis , which is an allergic reaction which can be caused by the material in the shoe. But you would probably notice a similar reaction and rash in both feet. I would recommend for you to see a podiatrist and have checked to make sure is not something else.
