Had a ct with results "small hernias with fat only nonconcerning". is this the cause of my pain in lower abdomen/pelvis? does hernia pain=strangulate

Yes it could be: Henias regardless of size can cause the pain you describe.Strangulation , however, needs further physical examination to verify the diagnosis.

Possibly: Typically these are incidental findings and not concerning but they certainly can cause pain if large enough or if they provide enough anatomic compromisie.
