Not a good idea: Cow milk is nutritionally balanced for cows.Formula is balanced nutrition for human infants and either breast milk of formula should be given for the first year.If his issue is bottles, put it in a sippy cup.

Breast milk/formula: If he is not interested in the bottle it is perfectly acceptable to wean him to a cup. But infants should be receiving breast milk or formula until their first birthday.
