No: There is no "magic" length where hair stops growing. As long as it is not plucked, cut, burnt or otherwise maimed, the hair follicle can continue to lengthen the hair indefinitely as long as it has sources of dietary protein.

Tough question: See doc.Men can decrease body hair by taking estrogen-like compounds, but enough to do that also causes feminization (ibreast enlargement).Not all of it goes away (women have body hair too).The best answer is to consider targeted laser hair removal which is permanent. There's waxing, electrolysis, depilatory creams,too. Just think in 50 years you may be sad because you don't have enough hair!
