Can a diabetic type 2 do a water fast for 11 days? if so, do they stop taking metformin tablets and blood pressure tablets for high blood pressure?

Yes: If you are truly a type 2 diabetic and have never been ketosis prone, you can safely do a water fast. Since you'll have no caloric intake, you would most likely need to stop the metformin. It would be prudent to check your bs from time to time. If you're well hydrated, you may still need BP meds. Again, you would be prudent to check your bp. Buy this equipment b4 starting if you dont' have it.
