A number or reasons: Without knowing what they look like it is hard to say exactly. If you have swelling in your legs it may be directly from that fluid. If you have recurring pus filled blisters you may have some type of infection, there are also a large number of dermatological reasons for blisters.

Depends on the cause: There are many types and causes of skin blisters or rashes. Several types of inflammatory conditions of the skin, allergic reactions, and sometimes bacterial, viral or fungal infections can cause rashes on the skin. Insect bites can also be the cause of a rash on the skin. Have it evaluated by a professional and get the appropriate treatment.
