Unless it is edible: Rice paper, then it certainly is not normal. Pica is eating materials that have no nutritional value. See your physician to determine if a nutritional deficiency is contributing to eating paper. If it isn't then please see a psychologist for therapy. This is a dangerous behavior because it could cause a bezoar & because of chemicals used to process many paper products.
