The best!: Walking is the exercise! fish swim, birds fly, land-based mammals walk. Except for last 50 years, we spent most of our time standing/walking. Either: Training is used for multiple purposes. While many exercise experts and trainers advocate high intensity short interval training with frequent variation to improve strength and endurance, walking for cardiac aerobic training often aims to push the heart rate to a certain aerobic target (65-80% of maximum predicted hr = 220-age). Depends on your goals therefore. Always try to push the envelope.

Absolutely: It does not count as aerobic exercise. For that, you would need to feel your heart rate increase and be maintained near maximum for 30" or so. Best way to tell without checking pulse is a bead of sweat. But compared to sitting at a computer like I am now, it is definitely exercise. Consider also taking the stairs and not the elevator.
