Itchy bumps: There are many causes for itchy skin colored bumps on the thighs. It would be best to see a dermatologist for evaluation of these lesions. They can be viral induced, infiltrative, proliferative as well as many other possibilities. Sometimes a glance will tell the diagnosis, othertimes a biopsy is needed.

Hives: These itchy bumps may be hives due to allergy to agents taken internally(foods, medications, etc) or by exposure to external things(cold, exercise, etc) insect bites may also be a cause. Keep a diary of what you ate or what you were doing when the itchy bumps appeared. For relief Benadryl (diphenhydramine) is helpful but may cause drowsiness. Claritin is less effective but doesn't cause drowsiness.
