can people who cut themselves get that endorphine high all the time or only when they intentionally cut themselves?

A bit hard to answer: The endorphins usually come well after the pain response of cutting. The Adrenalin rush of conflict, stress, drama, pain is what comes before the endorphin release. It is likely that the Adrenalin is the more common internal chemical being released. There are healthier ways to achieve release of both and the recommendation would be to learn skills that help persons accomplish this.
