Not enough: Panda's requires periodic flare-ups of tics/ocd associated with recent infection and elevated antistreptocccocal antibodies - aso and antidnase - that elevated when the symptoms flare. Your doctor is the only one who can diagnose panda's.

Family history (FH)?: Prob not. Strept is so common. Tics common enough. Many cases of pandas have genetic vulnerability. That being a heritable protein on the cell membrane which is similar to strept. Fh of rheumatoid arthritis, rhematoid heart disease or syndenham's chorea (st. Vitas dance) increases chances of having it. Multiple and/ or severe strept will increase the risk of autoimmune activity in people with fh.

Ice: Try to limit the pain killers. Usually an absolute max is 8/day. It depends on the drug and the strength. Cold packs for 15-20 minutes at a time can help. There are many different meds to try if the 1 you are using is not effective.

Need full evaluation: A person with hearing problems since age 5 years will have had evaluations by her pediatrician or primary care doctor, been referred to an audiologist for complete testing, and been seen by an ENT doctor to find out if there is any correctable disorder causing the hearing problems. If these things have not been done, she should write down her story and take it to her primary care doctor to start.

Rest: It sounds more like cervical radiculopathy, or nerve symptoms originating from your neck. Many of these improve on their own. Some of these also cause shoulder and rotator cuff problems. Hand numbness: There is a good chance that what you are describing is carpal tunnel syndrome. If this continues wear a wrist splint at night. If this does not solve the numbness then you need to discuss this with your doctor.
