is living near the ocean an appropriate treatment for allergies?

Likely not: By saying allergies i suppose you mean hay fevers like symptoms consistent with allergic rhino-conjunctivitis due to environmental allergies. If so, it is unlikely to be helpful. On the contrary, living in the mountainous and dry area might help because the air is dry and there are not as many allergens. In fact in the old day, allergic asthmatic patients have to go to there so they have less sx.
