Yes with impairments: The original fetal alcohol babies were first described as products of chronic alcoholics in france in the 1950's. These were those described with holes in their heart, abnormal facial features & problems with intellect and behavior when they grew up. The moms often died of her alcohol problem the year these babies were born.
