Many things...: Often it is hormonal related. For instance, overweight women store estrogen in their fat cells. This is converted to testosterone and can cause excessive hair growth. Thyroid disorders, sugar problems, menopausal hormone changes can lead to hair growth as well. Best way to be sure as to what causes it in you is to see your doctor for further evaluation.

Testosterone: Excess facial hair in women is defined by the presence of coarse, dark hair on the lip, chin, chest and sideburn area. It is the result of higher levels of the hormone dihydrotestosterone, a precursor to testosterone. Some levels of testosterone are normal in women, responsible for thick beautiful hair and eyelash growth. Estrogen and testosterone act together to provide normal hormonal balance.
