Red legs: I think you need to find the cause of the redness before using compression hose. Compression usually reserved for circulatory issues.

30 mm Hg: If you are getting "redness, " i would say 30 mm hg (millimeters mercury) would be best. Anything higher likely "overkill - too tight and harder to pull on. 15-20 mm hg are also available if the redness subsides and you want something a little less snug for times when you are not on your feet much or don't have your feet dependent ("hanging down" like in a chair) for any length of time.
