No Unless Stops Food: The only possibly valid issue for some is that stomach fullness (doesn't last long with water) might decrease the amount they eat. The controlling issue is the amount of food & what type, not calories per-se. Sugars/carbs most rapidly stored as fat, protein moderately so, natural fats the least stored as fat. Study "taubes why we get fat", "stossel debunking food myths", taubes, attia, lustig, etc.

Yes - but not just: by drinking more water. Eat healthfully. Try to eat at least 5 servings of vegetables & 4 of fruit per day. Increase nutritional fiber. Avoid refined sugar & junk carbohydrates. Avoid alcohol, sweetened juices, soda & caffeinated beverages. Aim for 7.5 to 8 hrs of sleep / night. Hydrate w at least 64 oz of water / day. Calories burned must > calories consumed. Do both cardio & weight training.

NO: Water is supposed to fill you up and decrease your hunger. It will not make you lose weight faster but you need adequate fluid intake to help keep your kidney and bodily function going. Losing weight is hard work and is done by reducing calorie intake and increasing your caloric expenditure.
