Just before period: Not everyone gets implantation bleeding so this is not a reliable measure to use. Your pregnancy test should turn positive a day or two before the expected period.

Can't say for sure: Congratulations on your + test. The bleeding 2 weeks later is not implantation bleeding. Please test again, and see a doctor.
