Technically yes: If you are that dentist's patient and he/she has recently treated you for a specific issue. To prescribe without knowledge is not prudent.

Yes, but: it depends on the medication. Narcotics, no, unless dire emergency then must be followed by written script within 24 hrs. Even this varies from state to state. Call your dentist and ask. Some will not phone anything is they have not seen you recently.
