It depends.: If you have an ACL tear you should have it reconstructed or avoid playing contact sports. Even with a good ACL brace, the knee is prone to instability wtih pivoting and cutting. When this occurs the knee subluxes and the meniscus can be torn increasing the risk of arthritis later on. If the ACL is reconstructed, the knee will never be the same as it was, but you can play with less risk.

Instability: The ACL is essential for rotational and translational stability in cutting/pivoting sports like rugby. If the ACL is completely torn, playing rugby would be very difficult due to instability. Occasionally one can return to sport with a diligent and comprehensive rehab program and external bracing, but further injury such as a meniscus tear due to an instability episode is a distinct possibility.

Examination: A full acl tear is unable resist rotational and anterior (frontal) forces that we can test for during a physical exam. A partial acl tear should feel the same as a normal acl or a touch looser. Whether to reconstruct an acl should not be based on an MRI finding. It should be based on individual activity level and demands. It should be tailored to your individual knee and situation.

Partial ACL: Yes you can play with a partial acl tear but you should protect your knee with an acl specific brace. Your ability to play also depends on the percentage of your tear and how much muscle tone you have in the leg.

Acute versus chronic: An acute tear means that the acl tear recently occurred. In noncontact acl tears, this is typically associated with a bone bruise and a lateral meniscus tear (outside meniscus). After recovering from the tear, many people get back to a baseline state with a "chronic" (old) tear. It does not function like the original, but many patients can get by. A physical exam and/or MRI often shows this.
