is it normal to have an abdominal hernia recur 14 times?

No: Normal abdomens don't even have one hernia, much less a recurrent one. One's primary care doctor, plus likely a general surgeon, can evaluate to decide the next step. It is not normal to have repeated hernia recurrences.
