Does ct scan of abdomen & pelvis w contrast rule out hernia in lower abdomen/groin area?

Usually, yes: In most cases, yes, a CT would rule those types of hernias out. Sometimes you can be tricked when laying flat, but if your astute radiologist knows to look for hernias, he/she should be able to pick them up if present. Another method for imaging would be ultrasound, and of course...clinical exam.
