Yes : If you are running consistently high blood sugars (>100-110), then you are at the very least on the verge of diabetes. High sugars are caused by either not enough Insulin (type 1 diabetes) or not being able to properly use Insulin (type 2 diabetes).

Yes: Extended exposure to elevated blood sugars can desensitize Insulin receptors in your body, leading to difficulty in blood sugar crossing from the blood stream into the cell. The cells then sense that blood sugars are low inside the cell, thus causing the pancreas to increase Insulin levels to normalize the sugar inside the cell. Over years, this high Insulin state leads to type 2 diabetes.

Urine test for sugar: Presence of sugar/glucose in urine would be an indiation of high blood glucose and possibly diabetes. Low blood sugar can only be detected with a blood test.

No!!!See below: Pre-diabetes definition is : fasting sugar 100-125, , sugar 2-4 hours after eating 140-199, hga1c 5.7-6.4 diabetes is fasting >126, 2 hours after eating >200 hga1c 6.5 and higher.
