Whose Concern?: Your friend's eye in the corner looks "glossy" is a vague description and probably means nothing. But if your friend has watery itchy eyes, you may be seeing the swelling of the delicate membrane that surrounds the eyeball (conjunctiva). Swelling (chemosis) of this often looks like the eyeball is wet but in reality, its fluid underneath the conjunctiva that creates the glossy or puffy appearance

No: Most states require a level of vision and a certain level of visual field loss in order to be considered legally blind in both eyes. Ask an eye doctor in your state what your definitions are. There are many different definitions; check them out online and have a great day.
