if someone gets bitten by mice or rat and doesn't get tetanus vaccination or rabies vaccination. is it ok? or is he at risk of rabies and tetanus?

At risk: especially if the offending animal cannot be tested. If a rat, they carry rabies, mice , possibly but not as common as a rat bite. Get examined and immunized.
