After a 14-hour fasting i measured my blood glucose and showed 66mg/dl. is this fine? can a low blood sugar mean that somebody may have diabetes?

No in general: No Diabetes is high blood sugar - hyperglycemia. Your physician can test a hemoglobin A-1-C which uses red lood cells to tract your glucose over 3 month. 66 is fine but it is one reading and it is on the low side close to hypoglycemia. Your physician can help with the diagnosis
