My 17month old has a runny nose constantly. no fever or cough. her nose just leaks all the time. also a rash on back of neck. is it a food allergy?

Not necessarily: Most of these kids are just triggered by inhaled nasal irritants. These include dust, fumes, fragrances, airborne pollens, etc. Food allergies would generally be associated more often with rashes or eczema although there is some overlap. There are blood tests to evaluate food allergies but reliability is not 100%.
