my 15 yo daughter's knee keeps popping out of place then would sometimes swell. her knee cap is also able to move. is this normal?

Patella instability: It is not normal for recurring "knee popping" as you describe it. It sounds as if your daughter might have patella instability which could be caused by numerous factors from underdeveloped quadriceps to a condition called Chondromalacia Patella. I would suggest you see your GP and physiotherapist for a full assessment which would then determine future therapeutic management.
