Depends on moisture: HIV is a fragile virus. It needs moisture and warmth to survive. If the scratch from an HIV + person is new and has flowing blood then it is infectious. Question is, how long before it is not infection? My view of this is that if the blood is in any way moist, then its infectious. If it is completely dry and been that way for a while, unlikely to be infectious.
