hello, can a ct scan with contrast of the abdomen/pelvis see a former hernia that may have been "reherniated" and any new hernias although a bulge can?

The CT scan: may be helpful to dfetect hernia or re-hernia but do not forget the usefulness of a HANDS ON PHYSICAL EXAMINATION!
