can cod liver oil good for hepatitis b patients?

I don't think so: Some physicians believe that fish oils are helpful for inflammation and/or blood lipid problems. I have no reason to believe that this will specifically help hepatitis b though it could help the joint disease. The obviously-false internet claim that it "cures hepatitis b" is sucker bait; if it did, some of the nih piranhas would have made their reputations by proving it.
