Stept swab: There is no test that is 100% positive or negative. Well maybe if you wanted to ask the question "do parachutes help you survive when you jump of a plane?" This has never been formally tested, that I am aware of, by a proper trial so we don't know the number of false + and negatives.

Strep throat: A rapid strep test could be false negative. A culture, if the specimen is obtained properly, should not have a false neg.
