Dermatologist: This alopecia may be the temporary autoimmune type sometimes seen after stressful situations rather than the permanent genetic type of scalp hair thinning or loss. A dermatologist can evaluate her and determine which type of hair loss this is.

This is not normal: Bald spots with white hair growth is usually associated with a condition called alopecia areata. Usually the hair doesn't turn white, but this can definitely happen. Vitiligo is another condition that can cause spots to grow with white hair but it's not usually associated with balding. I recommend that she get evaluated by a dermatologist.
