Depends!: "normal" depends upon which lab company performs which test (total or free or bioavailable) using which method. Check out and compare the "normal reference range" from quest diagnostics (http://www.Questdiagnostics.Com/testcenter/testguide.Action?Dc=ts_testosterone_lcmsms) and labcorp (sorry, they won't let me copy an easy url link), two of the larger national facilities.

Low testosterone: Also known as hypogonadism, this condition is diagnosed by blood tests to check hormone levels, and should be done first thing in the morning. In my own practice, I do not and would not administer testosterone replacement therapy without first confirming the diagnosis with properly-timed lab tests.

Don't be scared: Make sure the level is repeated and drawn between 8 and 10 in the am. And includes free testosterone, not just total. Draw also needs to include other hormonal levels to evaluate pituitary function. Your doctor should be able to help you, or see an endocrinologist. X-rays may be indicated if levels suggest it.

Normal: Nope. Not in any way possible. Many men have different sounding voices than the 'norm'. If you pay attention and perhaps stop worrying about this, you will find other men with a variety of voices. Just on television alone there are a variety of kinds of male voices. From a doctor's perspective please do not worry.
