Basic template: It may surprise you but without the influence of the male derived hormone signals in fetal development a male would develop all female parts. There are also females that have altered "male like" genital formation when the hormonal messages get mixed up. The basic answer is we all start out with the same template of tissues, and the signals determine where we go from there.
