Not infected: The underlying nail bed is normally red appearing.If 3 docs say it's not infected,it's probably not infected (no pus,no pain out of proportion to what is expected from having your nail removed).

Inflamed...: Maybe it's not infected, but that doesn't necessarily mean that it is not inflamed. Sometimes confused with infection, inflammation is a normal response to injury. In your case that is a surgical injury.
