My inner thighs are alot more sore than my quads hams and calf do i need to change my workout or intensity or amount of weight to activate entire leg?

Likely: From my personal experience, I rotate my workout with different muscle groups on the Eliptical regularly just to avoid straining a particular muscle group too much. From a practical point of view, why not just change your routine and/or intensity for a week to get the answer you need? One can hypothesize all one wants, but nothing beats real experience.
