what does a level 9 esr-westergren mean? from my understanding it's normal

Yup, normal: Westergren is the standard method to measure the erythrocyte sedimentation rate (ESR, "sed rate"). At your age (women under 50) anything under 20 mm/hr is normal. Your level of 9 mm/hr suggests you have no ongoing body-wide inflammation.
