Rash: it is impossible to tell what kind of rash this is I would try and over-the-counter hydrocortisone cream and see if that helps

Hard to tell: Try topical hydrocortisone cream. If the problem keeps on returning, then will need to consider the presence of a contact dermatitis. It is impossible at this time to make a diagnosis however based on the brief description.
