Leukopenia: Look at it another way: could chronic infection be due to low WBC / low neutrophils? Absolutely yes! I would encourage you to see a hematologist or immunologist to see if you have a condition that leads to lifetime low levels of neutrophils, or of other immune function; if so, there may be some treatment that will improve your quality of life.

Take antibiotics: "true sinus infections". , not a viral cold, are caused by bacterial infection of the air containing sinuses around the nose and benefit from antibiotics. If it is a viral infection it is usually self limiting in 5-7 days, and does not require antibiotics.

Arthritis : Arthritis would be my first choice. It is inflammation but not always pain. But you can have swelling, and redness without pain. Caution just because it is redness and swelling doesn't mean it is arthritis. This could be seen in allergic reaction, soft tissue inflammation or cellulitis to name a few.

Sinus Infections: You can try drinking lots of fluids, steam, salt water nasal sprays, various herbs and neti pots. The success of these treatments is quite variable and dependent on how severe the infection is, how long you have had it, the severity of your allergies, septal deviations, nasal polyps, etc. Etc. See your ENT doc if the sinus issues persist... They can become serious or chronic if you delay too long.
