i am experiencing a congestive cough which sends a shooting pain down my left shoulder & upper arm. what causes this?l

Coughing with pain: may mean you pulled a muscle (intercostal, teres minor, trapezius, deltoid?) from excessive coughing. It could also mean you may have a blood clot in your lung (pulmonary embolus), though the pain for that is more common located in the chest, side or back (pleurisy). Please see a healthcare provider for prompt diagnosis and treatment.
