My son was circumcised at 2 weeks old and at that appointment, after the circumcision was performed and silver nitrate was put on his belly button, his belly began to turn blue. the dr ruled out an allergic reaction or poor oxygen levels so sent us home.

Silver nitrate: I'm not sure what your question is, but silver nitrate used on umbilical granulomas (small parts of the umbilical cord left after delivery) can stain the skin around the belly button. It usually turns a brown or black color, but it can also look bluish. If that's the case, should go away after a few baths.
