Thrombus: I trust you mean clots forming in blood vessels, called thrombi. Alteration in or more the following three things causes thrombus formation. 1. Alteration in blood flow, 2. Damage to the lining of blood vessel, called endothelium and 3. Increased coagulability of blood. The reference below provided professional explanation.

No relationship: I don't know of any relationship between cannabis intoxication and exacerbation of a hypercoagulable state (blood clots). The only risk of cardiovascular events of chronic use of cannabis may be in older people with coronary vascular or cerebrovascular disease, in which plaque rupture and superimposed clot formation may result from an increase in circulating cathecholamines when smoking marijuana.
