Depends water & burn: Oil burns can penetrate skin and be deep. At seven days a deep burn is not healed, & one would not go swimming in any water until the wound is fully healed. Even healed burns can be converted for 3 - 6 weeks by swimming water. Chorine is a chemical, can irritate, even give a chemical burn to an incompletely healed/mature scar. E.G.After early scarring, apply zinc oxide to the scar before swimming.

Absolutely not: The toothpaste will only irritate your burn even more. If the burn is bad, you should see a physician for proper care.
